The U.S. Court of Appeals for the District of Columbia Circuit ruled two to one that the administration cannot unilaterally demolish and rebuild parts of the White House for a four hundred million dollar, ninety thousand-square-foot ballroom, setting up a potential Supreme Court battle over executive authority.
